Young Man: The plane is ten miles out... does the order still stand?
Dick Cheney: Of course the order still stands. Have you heard anything to the contrary?

The above is the testimony of Norman Mineta for the 9/11 commission. He arrived at the bunker at 9:20 and said that Cheney was already there.

If they knew a plane was heading for the pentagon, why didn't they sound an alarm?
