#3 Coffeeshop Model

Allow adults-only "coffee shops", similar to the Netherlands' system. These retail establishments are allowed to sell small personal quantities of marijuana to adults.

In the netherlands, this is left ambiguous.

In such a system developed as part of a regulated market in an American state, I imagine licensed producers who pay an annual fee, are subject to inspection, required to maintain certain security protocols to prevent diversion, and so forth. Their only customers would be licensed retailers (coffeeshops).
