#4 I would try to Rework Copyright laws.

With $100 could you not fund reasearch, and lobbiest to help rework things. I mean It's odd that the delivery driver often own the rights to material by the artists. Ultimatly it seams to me that the system is messed up. And 100 million could come up with a better system, and help get it out.
