Something like Youtube and Flickr, but which lets you download the content, shared under free licences, like Creative Commons or Art Libre

Not trying to be pedantic... but a lot of the content on flickr is already CC licensed...

That's true, but Flickr itself is not a free project, and contains no videos, especially.
To be mentioned : Wikimedia Commons
http://commons.wikimedia.org
But Commons contains only media useful for Wikimedia related projects, which means you can't find a clipart there, for example.
