I'll have to admit.. On the rare occasion that I do drive, if I can't find a parking spot, I have no problem parking illegally. If I do get fined, chances are the ticket will be cheaper than feeding the meter.
I say raise it.. The more we do to discourage driving in general, the better.
This illustrates the poor enforcement of the existing fine structure which could cost you much more than the first fine.
In addition, the parking fees have not been raised in YEARS. I say, as long as the parking money is being used for the side of good and just, then 3 bux more isn't going to kill anyone.
Besides, this is WAY better than the fines in many other places across the country. We should be happy it is as low as it is. Even at $5.00.
Many communities have Free parking for the first two hours. NO FINE until you start overstaying and abusing the system. This is inviting customers to shop downtown when they see free parking at the Mall and box stores.
The first time I got a ticket in Missoula, I thought it was a mistake: $2? It's at least $30 in Portland, if not more now.
Like thedrake says, "this is WAY better than the fines in many other places across the country."
I had a similar experience when I got my first parking ticket.

Raise the fine, $5 is more than reasonable. Compared to ther peer communitities it's a good deal.
