This will discourage repeat abusers and still have a friendly feel for tourists and occasional shoppers who shop longer than anticipated.

This option, coupled with the use of license plate recognition software, will see to it that the abuser is appropriately fined but the customer is treated more gently. Customers should be our primary concern. This is a competitive retail environment.
Remember the parking across town is FREE. We already require that the customer pay for parking downtown. Let's not make it any more difficult for them.
This option, if implimented properly, will also be a succefull revenue generator for future parking projects.
