#6 Create a Prolonged Parking Fine
Keep the $2 ticket as is. But if a person leaves the car for additional 3 hours after the first ticket then tack on a prolonged parking fine of $15.
That way you target the people that are abusing the system. While not punishing those who were running late.

Doesn't Missoula already do this? I've paid over a hundred dollars in parking fines here over the past four years, and I'm pretty sure that a lot of that accumulated via such abuses that you describe and the resulting significant hike in the fines I got.
Yes, Missoula has a tiered fine structure. IF it is enforced, your fines increase throughout the day if you continue to park illegally (up to $42.00 per day) You almost never see evidence of this enforcement.
