The current parking fine structure would work IF it were enforced. We have increasing fines for parking abusers and could adjust those "penalty" fines if needed for more effectiveness. The new proposal targets shoppers inordinately, and still does not enforce the new (or existing) rules to fine abusers more money. The system can accomplish this if there is a willingness to use it effectively. Enforcement is key! The concern of downtown businesses is that the casual shopper will not put enough money in the meter the first time and underestimate their visit duration. We want that customer to get a gentle reminder to feed the meters, NOT a PENALTY, that will cause some shoppers to avoid downtown.
