They both COULD apply to the situation. When I say "I could care less" I mean that I'm caring enough to talk about it, instead of ignoring it altogether, so I suppose I COULD care less. But if I say I COULDN'T care less, then I mean I really couldn't care less.
That's some interesting rationalization. I've never heard anyone use the phrase in the context where "I could care less" would be correct, have you?
This is very deserving of the number 1 spot. Anyone that says they could both apply is wrong. They both kind of piss me off, but the first one is just so stupid. I guess there's those people that use it so much they don't realize they're using it the wrong way. Idiots.
