This may already be illegal, but I for one have never seen anyone ticketed or Arrested for it

It is illegal in Singapore (well, spitting out chewing gum is), and people get fined for it. It is also illegal not to flush public toilets, and you can get fined for that too.

Wow, how would you enforce that I wonder. Is there a urinal police or what?

It is a great law if it works though.
