a) Solves the parking problem
b) Reduces traffic accidents
c) Adds another element to Missoula's unique mystique (read: more tourism dollars)
d) Encourages alternative transportation.

I would be all for this if it was done in combination with building more parking outside of the walking area and it wasn't the whole of downtown. Higgins north of Broadway would be a great place for it.
ditto for me on a walking mall- used to sit upstairs in the lawyer's office I was working at (right above Liquid Planet) and visualize a walking mall down below.
I have always thought there should be a walking mall in Downtown. Not the entire downtown however, It wouldn't work. People simply wouldn't come in the numbers needed if the whole downtown was walking. The way to do is to make Front Street a walking only street. Then remove all the parking from Caras park and make that a green space with commercial spots. Then build a big parking garage or add onto the exsisting Central Park, or both.
