But, since the EC favors the smaller states, and a constitutional amendment requires approval by 75% of the states, any changes to the EC that would threaten the smaller states would be doomed to defeat. I understand that there is a more comprehensive census arranged for 2010 to maybe enact this, but would still not change the total allotment.
