High School graduation rate below 50% in many US cities: Corrective action ideas?

In Detroit, 3 out of 4 do not graduate! The problem is significantly worse in the inner city, as opposed to the suburbs:
"...81.5 percent of the public school students in Baltimore's suburbs graduate, compared with 34.6 percent in the city schools."
"When more than 1 million students a year drop out of high school, it's more than a problem, it's a catastrophe," said former Secretary of State Colin Powell, founding chair of the alliance."

Something tells me these statistics do not take into account students who do not graduate, but go on to obtain a G.E.D. Reading the article provides no clues either way.
Whats a G.E.D? Is it some form of vocational qualification.
"General Education Development", I think; In the US, it's a high school diploma equivalent for those who've dropped out or are "non-traditional" in some other way.

@chromigula -- I think you're right. This looks directly at high school graduation -- not delayed graduations, GED's, etc. However, (I don't have a study on this) I would bet that the outcomes for a significant percentage of non-graduating students are fairly negative.
