Recolonisation of Africa

Some voices call from time to time for the re-colonisation of Africa. Their argument is that Africans seem to be incapable of ruling themselves without descending quickly into corruption and civil war. Their solution is re-colonisation of Africa by whites.

Is this evil racism or a valid analysis?

The reason they can't seem to "govern themselves"

is because they got screwed by Europe the first time around.
