How do you recommend we quantify "evil"? Is it the number of people killed? The number of lives affected? The crimes that most break social norms? The ones that illicit the most disgust? The ones that violate the largest number of religious tenets? Or should we just use our own subjective judgment?

Use your own judgement and think about the crimes they comitted,such as did they torture their victims ,and various other processess of thought.
