Manipulating human development - improving the genome

Whenever this subject is raised, it is howled down. Why? If it is because eugenicists have linked human improvement with race in the past, why can we just not say that was a bad thing and vow not to do that ourselves. Instead, we could accept the principle of trying to improve the genome to eradicate inherited life threatening conditions and susceptibility to disease and press on with genetic research and genetic manipulation to facilitate our aim of producing healthier human beings. Is it not happening already?
What is right and what is wrong about this?
