They will balance their budget

By saving a few billion in law enforcement/incarceration/prosecution, and collecting a few billion in taxes.

Usage will stay the same

In the Netherlands, usage is actually a bit lower than the states. No evidence that legalization causes usage to spike that I am aware of.
