Regulated by the federal government. Advertised everywhere. Sold in restaurants. Adults only. Home-brew allowed, within limits. Sales restricted to licensed vendors.
Treat cannabis like tomatoes. Anyone can grow them in their gardens and dorm rooms, including kids. Share with your neighbors and sell at the famers market.

Treat cannabis like Oxycodone; drug companies should produce it, regulated by the government for safety and purity, and medical professionals should be allowed to prescribe it, with pharmacies dispensing it.
I voted for "Tomato model", people often forget it is a plant and not a "product". It is sad that prohibition has made it a "product" in the minds of people instead of a plant.
