What Is The Best Ruby Development Environment?

What IDE offers the best syntax highlighting / auto-completion for developing Ruby? For my specific purpose, I am only interested in software that is applicable to developing in Linux, but to make this topic useful to all the folks in this Grup, we'll keep it OS agnostic.
