Not only is it poor penmanship (the lower radical in the second character is really bad), but I seriously doubt that this is what it is "meant" to say.
In general I would have to say that at least 50% of the "Asian character" tattoos I see are terrible; either because it is poor penmanship, a botched translation, cliche, or just plain dumb.
Surf around hanzismatter.com for some more examples, this was one of my favorites. It's endlessly amusing/painful for anybody literate in Chinese/Japanese (or at least learning, in my case)

I was going to post one of my ex-husband's tats or even one of my current husband's tats. But while I find them kind of lame, they are done well, and aren't nearly as lame as the ones already posted.
