Why doesn't Missoula have curbside recycling?

I'm sure there are a number of reasons why the city doesn't already have curbside recycling: but what are those reasons?

Recycling too expensive?

Just guessing. In raw operational dollars, it would cost a lot to begin such a program (trucks and training and storage etc). ... [show more]
