How to implement a glass recycling program in Missoula

Missoula used to have a glass recycling program, both through BFI (now Allied Waste) and Big Sky Rock Works, but they have since stopped, citing cost as the primary issue. The problem is, glass is just too cheap to justify the energy required to reprocess it. How can we best implement a solution to keep all these bottles out of our landfills?

Tumbled Glass

Maybe we could tumble the glass and use to cover the dirt alleys similar to what Bend,Or. did with their recycled glass. Or use to fll potholes.
