What are moral and ethical purposes for the government to spend your money?

Every year, the percentage budget as discretionary spending decreases, and mandatory spending (entitlements) increases. Soon seriously large tax increases, or spending reductions (or both) will be required as the baby boom generation retires and the entitlement portion of the pie increases dramatically. What are the moral and ethical solutions?
